I looked at everything I had. I have no other view that is the least bit clear. I did run Sleuth against another bird in the same photo and it came up with Western. This bird looks bigger and fatter than the other birds in the area. -

I just ran iBird Sleuth which picked a White Rumpted with high probability. If was my guide, Capt. Dave Hunt, that suggested Western. Red Knot seems possible also. -
