This photo was taken in Richmond, Virginia on December of 2019.  I think it is a hawk, and wondering if anyone might know what kind.

Broad-winged would be exceptionally rare in Virginia in December as they are neotropical migrants. And this bird doesn't really appear to have streaking on the upper breast so I think we can rule out Red-shouldered. This looks good for Red-tailed.

I wanted to go with Red-shouldered due to the back pattern but like you, the pale unstreaked breast overrode that urge.
