Due to bad quality photos, it is difficult for me or Merlin App to identify the birds in these photos

1 and 4 Look like Green-tailed Towhee.

Location?

2 and 3 might be Brewer's Sparrows. Not sure though.

Could 2 and 3 be Vesper Sparrow? Bird number two has an eyering, it’s just in shadow, and the third bird has streaking on the breast, something I don’t recall ever seeing on a Brewers.

I agree, except the first bird has very adult-like plumage. I think it’s just wet. I’d expect a juvenile to be browner and have streaked underparts.
