Common black hawk? Zone tailed?

Did a little birding this week in Arizona, unfamiliar territory. Saw a couple common black hawks as expected. All of the photos I took of this bird the Merlin app IDs as a zone tailed hawk which is possible but far less likely. Read several guides and am still stumped.  🙂  Thanks!

And shorter tails and longer legs, so the Common Black Hawk's legs reach the tip of its tail.  Also the wing pattern looking a lot like a Turkey Vulture's is good for Zone-tail.
