cannot identify this bird in Northern Alberta

Photographed this bird on July 1, 2020. it was on a fence that bordered a golf course approximately 10 minutes West of Edmonton, Alberta in Parkland County. Any help would be greatly appreciated, thanks, Lincoln

You got me interested Connor and I was wondering why it would be rare in this location. Sibley shows this area
