Is this a Semipalmated Sandpiper?

These photos was taken 11Aug2009 at Gilbert Water Ranch, Gilbert, Az. On that day there were may 'black-legged' small juvenile sandpipers which I am striving to determine between Western and Semipalmated Sandpipers. I am prone to use the 'dingy breast' seen on this bird to diagnose as Semipalmated. Is that a reliable distinguishing characteristic. The second characteristic is 'upper scapulars edged bright rufous' for Western. This bird's upper scapulars do not seem 'bright'. I have tried to use the bill characteristics but do not have enough experience to recognize 'long bill, slightly drooped' for Western and 'shorter, straighter bill' for Semipalmated.
