I watched that bird make high pitched whistles. As far as I know Red-tailed Hawks do not make a call like that.

  Also it looked smaller that a Red-tailed Hawk.

It is funny to me that some of the birds I see the most often I only have one or two photos off, but birds that I don't see very often I have dozens of photos.
