Scarlet Tanager?

Scarlet Tanagers -- and all members of the genus Piranga, molt on winter grounds. This is much more likely to be a one-year-old that, for whatever reason or reasons did not complete its molt into adult coloration then. I've never seen this, personally, but a spring migrant in Colorado of which I saw photos was similar.

How come ALL the males (with red feathers) I see every late July/August (and not other times of the year) have patches of yellow like this?
