This is definitely a Violet-green- and there is certainly white behind the eye in this photo. Additionally, the dark on Tree Swallows extends  below the eye and onto the face, where in VG Swallows it is straight across the face onto the neck. Finally, take a look at how short that tail is!

Here's a juvenile Violet-green for reference.
