We think it is either the Eastern Wood Pewee or the Least Flycatcher, but can’t tell for sure. 
 

We took this picture on August 30 at Vincent Bluff State Preserve in Council Bluffs, IA.

We did not hear it make any calls.

Agree with Eastern Wood-Pewee.  It lacks the prominent white eyering and wingbars of a Least, and it has a larger bill and much longer primary projection than a Least.
