Parking garage bird

Well, since no one else has commented yet, I'll add my thoughts. 

Initially this bird struck me as a robin, as they can show those white eyebrows sometimes, but the bird does seem small, and the black wings with prominent bars are well defined, which would make me think it seems right for goldfinch. However, I don't know if a goldfinch that young would have black in the wings like that.

I agree with a fledgling Goldfinch. Would make sense why he’s still a fledgling as they nest later than other birds. Yet, I’m sure breeding is a little more prolonged for species in Kentucky than up here!

It's wearing the same wing feathers that one would see on the bird in one month, three months, six months, and more. Male American Goldfinches have black wings relative to the browner wings of females. I'm not saying that it's an American -- 'cause I just don't know. I'm saying that if it is an American, then it's probably a male.
