Help Identifying a bird in San Francisco Bay Area - Eastern Yellow Wagtail?

I saw this bird along a walking path at Seal Point Park, along the western edge of the San Francisco Bay, near Foster City/San Mateo. I think it may be an Eastern Yellow Wagtail? Or possibly a Gray Wagtail? It didn't seem like they were native to Northern California though. Any thoughts?

Note the white handkerchief, the tertials, the tail pattern (white tail spots, NOT white outer webs), thick bill, long primary projection, etc. and compare to Eastern Yellow Wag -- or any other wag.

Eastern Yellow Wagtail

Look at the whole bird and, most importantly, parts thereof.
