Answer is probably no, but just wanted to double check.

It is noticeably smaller than the other geese, but the bill and forehead slant look about the same as all the others. Interior BC a few days ago. Maybe just hasn't quite grown out his neck?

Unfortunately, you'll always have trouble with the Cackling/Canada dichotomy. You're in the epicenter of diversity in that group, at least during migration, and learning all the looks of the various subspecies of Canadas will enable you to more readily and surely pick Cacklers.
