It was taken around 2016, I believe in April? somewhere in palm springs, the salton sea, or San Jacinto Mtns. Sorry for the wide array, just going through old photos... White belly (California have gray-brown bellies, and they're found west of the Coast Ranges), long bill (Black-tailed have shorter bills).
