By location it is most likely a Long-billed, and its plumage looks Long-billed to my eye with the arched eyebrow and very long bill, but expecting to be able to conclusively identify it from this seems a bit much Link to comment Share on other sites More sharing options...

The best tools available in a photograph to separate the two if not in flight are, in no particular order, the bill shape, lower eye-arc, mantle color, eyebrow shape, and throat/chin color.
