I saw these birds this past weekend at the Siletz Bay in Lincoln City, OR. 

1) Black-bellied Plover?

2) Eurasian or American Wigeon? Or something else? It was mixed in with a bunch of pintails, but there were lots of American wigeons in the pond, too.

1. Black-bellied Plover - the bill is quite hefty. Otherwise the bird looks quite a bit like a Pacific Golden-Plover, but the bill is just too thicc, in my opinion. We might need a shot of the underwing or the rump to be sure though.
