AlexHenry
I’m not convinced that’s not a Red-tail I think aside from the few wintering birds in CA Central Valley Swainson’s are still pretty rare, although I guess it’s March now, certainly by mid to late March there will be plenty of spring migrants Edited March 2, 2021 by AlexHenry

In the southwest (outside of California), Swainson's does not typically start moving until April. A bird this far north this time of year would be highly unusual and would require it to be at least 2-3 weeks ahead of schedule. There's only a handful of March records in the state and no birds from February.
Tony Leukering
Red-tailed Hawk -- We can see the underside of at least one outer primary and it is not dark, but pale with dark bands. Since the bird is an adult, it cannot be a Swainy.
