Just my opinion but the bird is in focus, fully visible, and the colours are sharp and bright. It's got the branches in the way but is clearly visible despite those. I think this photo is one of the more stunning photos I have ever seen. FWIW, if you have ever been on a pelagic, you know how challenging photography is that environment is. Granted, with these lists one has to take into account that they are lumped into one giant all day pelagic trip list, which is actually not following the eBird pelagic protocol. eBird also doesn't want you to use offshore hotspots for pelagics either, as they are intended to aggregate historical data and are NOT supposed to be used for pelagic birding.
