Let me answer that with a question, why is this photo not five star? https://macaulaylibrary.org/asset/316380601 It is pretty similar to the Great Crested Flycatcher photo, it is a close up, it is not blurry, the bird is in good focus, you can see the feather details even, yet out of 9 people rating it, it is at an average of 4 stars.

I think it is probably also a victim of review bombing and not enough people rating it.

I think that's because the framing isn't really satisfactory. The bird is facing right yet most of the space is to the left. If most of the space was to the right, it would be a 5 star IMO. Though right now it is a very high 4/somewhat low 5 for me.

I'm not exactly the best photographer either, but I think it's because there isn't a lot of feather detail. It is shot at 600 mm which I think is typically the maximum reach, so it isn't really sharp, and there's not a lot of detail. 2

If one of the three ratings at this point was the photographer's, there might not really be any review bombing going on. I'm not saying that is what happened here, but I would think there might be some photographers that feel obligated to rate their own photos because eBird requests it, but are too modest to give themselves a high rating. I know I would rather rate my own photos as a 1 and have others tell me it's a 5 instead of the other way around. Not all photographers will claim their photos are great, even if they think they are. Just throwing that possibility out there. As for rating photos, it appears to me that there is very little consistency in how photos are being rated in this thread. It seems that the argument of why one photo is, or isn't, a 5 star photo is argued differently from one photo to the next. Perhaps the rating guidelines should be posted right beside each photo with a checklist so everyone is on the same page, and stays on the same page regardless of who's photo they're rating. For what it's worth, I have seen a lot of great photos being discussed here, both members photos and stranger's photos, but I have seen very few that I would rate as 5 stars. Yeah, I'm a tough judge but I like to think that I am consistently tough, even when judging my own work.

I agree. I admit that I’m often doing this, and it’s probably wrong to do so. But, I think we should use the EBird ratings g guidelines as guidelines, not rules. Use them to help you rate, not base your rating completely based on it. For example, there are times where a photo might be good based on the guidelines, but you might not like the photo. We should respect your own opinion, and use the guidelines to contribute to your rating. I may be completely wrong here, so if this is incorrect, forgive me.
