Well, it certainly isn't a wild bird, that's for sure. Looks like a species of turaco, and while my knowledge on that group is limited, a quick search shows a match with the plantain-eaters of Africa. Your friend should contact the local zoo or any local wildlife parks. It is very likely an escaped bird.

Agreed! It sure acts a lot like the Great Blue Turaco we have at our zoo. Definitely report this.
