This is a juv, unless it's a Ferrug. However, even an adult Ferrug would not have the distinct dark trailing edge to the secondaries that this bird shows. My guess is juvenile Harlan's, as the wing tips seem less dark than typical Red-taileds show and which could be explained by the banded appearance of the primary tips on juv Harleys. Finally, the translucent wing panel (visible with some squinting in the last pic) extends onto the primary coverts, which rules out both Roughie and Ferrug. Since it's obviously not a Broad-winged, Harlan's is really all that's left.
