Probably Cooper's Hawk

There's a notable Cooper's Hawk that frequents my neighborhood --its big head is distinctive. Lately I have been seeing this small, darker hawk as well. I think this is a Cooper's Hawk, based on the tail and the lighter neck, compared to the head. But the head on this bird is not as big compared to the body as on the regular Cooper's in the area, and overall the bird is small. Please confirm that this is a Cooper's Hawk, and let me know if you think the size difference could be because this one is male. Any info will be much appreciated! Thanks. 

The photos are taken through a very old, wobbly window, so they aren't the clearest pictures.
