Thought it was a Redwing Blackbird but…

Baltimore bird ID needed again (but a  better photo this time).  White Marsh area, June 25, at about 7pm.

There were a lot of Redwing Blackbirds in the area and I didn’t think twice about this image until I looked at the eyes and beak.  However it didn’t match any of the raptors that were common for the area/time of year.

Yes, I am aware that blackbirds are not raptors, I wasn’t quite sure what it was and noted that it did not match any of the raptors and eliminated that group.  

As Quiscalus mentioned, the eyes and beak profile threw me off.
