I have actually seen this many times. It is a normal at rest position for egrets, wood storks and herons. I guess their legs get tired from standing just like ours.

Your first is an American Coot the 2nd I think Cormorant.

Yup, the first is an American Coot and the second is a Neotropic Cormorant.  And thanks for the info, all!
