Diving marsh bird

I've never seen a bird like this.  It flew in the manner of a swallow, but it was notably bigger.  It kept diving at the water to catch things, briefly dragging its feet in the water before swooping back up.  This was taken yesterday at Horicon Marsh in south/central Wisconsin.

BLTE, and they don’t dive into the water; they simply take a lot of prey off the surface

Wasn't aware that black terns came inland, only just realized. Heron was the first thing that came to mind.
