Pale malar stripe as well as thin and light breast streaking point towards this group. Edit: those two new photos seem to be of a different bird and look more interesting. Let me check it. There are 19 records along the California coast of a subspecies that is certainly overlooked, and I would guess they are at least annual in California. However, I’ve never seen one and would only be confident calling one if I saw it in direct comparison with an American Buff-bellied Pipit.
