Not a Chipper, the bill is too big (Again, the photo is pretty distant so I’m not sure it’s totally conclusive, but my impression is that the bird in the photo has a large bill like a Lark Sparrow and unlike a Chipping Sparrow. If Lark Sparrow is expected at that location, I’d probably report it as Lark Sparrow and just not post the photo.
