American Kestrel

Yep.  It's definitely female.  I see the male and female adults all winter, spring and occasionally summer in Chicago, IL.  Some months ago, there were three.  So, one is a youngster but looks fully grown (adult size).  They were across the river on a front of one building (window sill, metal ductwork grill -where I think was a nest).
