Help with a duck

So, what is the "correct" way to report such a bird, since it is an escapee? I have not had any in-depth talks about the subject, only brief conversations with others. My opinion currently is that if the bird has "adapted" to its environment and is self-sustaining, you can report it to eBird, preferably with a (domestic) or (feral) tag if there is one available. I am open to hearing others thoughts on the matter, maybe in areas where birds escape or are released frequently, so I and others know what the "right" way to report such birds is. Maybe a different thread?
