I didn't consider Anhinga--to me the tail and profile aren't right (the head is not visible in the shot) and the habitat was not where they usually hang out.  But let's see what the consensus will be, if one is possible.  I was thinking duck or raptor.

Anhinga need more than wetlands, they need water deep enough to swim in and pursue fish.

This was my impression. It would probably be capricious to say it's definitely anything other than a non-passerine bird, but proportions are right for a Buteo and there's evidence of that semi-translucent crescent in the primary feathers.
