Need help identifying this bird

This picture was taken this summer in the  Central Cascades in Oregon.  Can anyone help with the identification?

It looks to me like a dull Say's Phoebe, but wait for more responses. I'm off my game.

I agree with Say's Phoebe based on coloration and bill size/shape. The bold wingbars and fleshy gape indicate that this is a juvenile bird.

I only have one other picture of this bird.  Someone has suggested a "Willow Flycatcher" but I have never seen one in this area before.

This really doesn’t look like a Phoebe to me. Either Pewee or a Traill’s, I think.

That second pic really changes things up! The throat looks a lot paler than it did in the first pic and the bill is clearly thicker than I originally thought. 

Bill doesn't look flat enough for a pewee. I'd call it a juvenile Traill's and in Oregon it's gotta be a Willow.

I agree with willow. I see a ton of says phoebes here, and this doesn’t strike me as one.
