Two hawks in SF Bay

These two hawks were seen today in the east side of the SF Bay near the water.

I am guessing the first one on the power tower might be a dark Ferruginous?  The first of those pictures is taken from greater distance, but it's the same bird.

A follow-on guess for the second bird on the rock is a juvenile red-tailed hawk?

Peregrine Falcon, my favorite bird! Note the hooded, or "helmeted look on the head, with a white patch underneath it's lower jaw, where as  Ferruginous would not have that white, but be totally dark. Also notice that  Ferruginous have a quite noticeable gape, as where Peregrines do not, plus, the eye ring(correction: orbital ring) around the eye is something Ferruginous don't have. I don't know if you saw this bird in flight, but if you did you might have noticed it had a very different wing shape then a Ferruginous Hawk.
