Lesliemorris
Merlin ID is giving me Rough-legged Hawk for this very, very tight crop. I also photographed a Ferruginous Hawk that was easy to ID. Does anyone think this could be a Rough-legged Hawk? Lower Latrobe Road high portion of road in the open area. Sacramento County, CA
Lesliemorris
I found another long shot angle of that hawk, it looks more like a Rough-legged now?
Jerry Friedman
I'd be willing to call that a Rough-legged, with the thick black terminal tail-band and the noticeably darker wrist and belly patches.
Quiscalus quiscula
I'm tentative to reply since hawks are not my forte, but due to the white tail bands, two-toned wings with black on the fingertips, and pale upper-batch from seen from above, this does look like Rough-legged Hawk.
MWM
Agree with Roughie, with that under-wing pattern. Here's a similar view I had last week, slightly lighter morph.
