The many narrow bands on the tail also make it Red-tailed, specifically a juvenile as you guessed, and the lack of a dark trailing edge on the wings confirms that age. With the white-streaked chest, this looks like a juvenile intermediate morph. I think the subspecies is Western (calurus). Juveniles of the Harlan's subspecies can look very similar, but I think they would probably have the some white on the head and throat, and thicker tail bands if no greater tail weirdness. Is it molting flight feathers? Is that the first new adult flight feather coming on the right wing (its right, our left)?
