MWM
Something about these 2 seems a little off for juvenile Bald Eagles, just looking for verification (Golden are uncommon, but not unheard of). Taken near Savannah NY (Between Rochester & Syracuse) 4/21/22. First 2 pics are 1 bird, second 2 pics the other.

MWM
Tails didn't show any white & although the pics don't show it well, the top of the head seemed much lighter.

Golden can be ruled out on the white armpits alone. Young Goldens would only have white on the base of the tail at at the wrists.
Aaron
You can also look at the proportions, goldens give off a small head to long tail look, while your birds give off a big head to short tail look (specifically in the 3rd photo)
