lonestranger
22 inches is a pretty big wingspan, @Dave O. I'm not sure about their wings being falcon shaped, but a Ruffed Grouse sort of fits your description. https://www.allaboutbirds.org/guide/Ruffed_Grouse/id
Dave O
Not a Grouse. May be in night hawk , night jar group. Wings are shape of a Falcon , clean edges
Jerry Friedman
Welcome to Whatbird! Maybe an American Woodcock? Have you noticed its bill? Eastern Whip-poor-will and Chuck-will's-widow seem like possibilities too, as you said.
