The infields and parking lots of major tracks aren't used much outside of race weekends, and can be undisturbed for weeks or months at a time.  They're great for ground-nesting birds that like open areas with lots of visibility.  A few weeks ago at Darlington I saw a couple of birds flying above or hopping around occupied infield and lot areas that would have been empty a few days earlier.  If this Texas bird is the same as my SC ones, I'm going with...

Killdeer.  I've seen them tolerate other traffic.
