Agree with Red-shouldered Hawk. A Cooper's would have a longer tail with whitish bands. Also the checkered pattern on the wings is a good ID mark for Red-shouldered. And last, but not least, looking closely you can see the reddish patch on this ones shoulder, hence the name.

I assume this was in Douglasville, Ga.
