Some kind of parrot seen at Iguazu Falls Argentina

Can't seem to ID this, taken at Iguazu Falls on the Argentina side in November 2018--note the yellow beak (not white or black) and the red under the rump. There is also a bib of bluish color below the neck, but not going as far as the chest. I checked birds of Brazil and Argentina, but didn't find a good enough match. Blue-headed parrot seemed closest, but for the color of the beak and the blue on these guys was not as vivid as blue-headed parrots seem to be. Can someone help?

I think Scaly-headed Parrot matches the best -- especially with the bright red vent, and some of the scaly patterning is visible in the head. It looks as if they vary quite a bit with the amount of blue in the head and white around the eye. 

Iguazu Falls is too far south for Blue-headed Parrots as well.

Agree with Scaly-headed Parrot.

Blue-headed Pionus is just a different name for Blue-headed Parrot.  As Fancy said, we can rule that out by range and by appearance.
