Northern Harrier - male or female?

People who have access might want to take a closer look at these photos posted by Jerry Liguori with the title "THIS is how brownish an adult male Northern Harrier can be."

 

Frank Gummett commented with links to these articles, which might explain the female-like plumage (but I haven't looked at them except to see that they refer to Marsh Harriers, not Northern Harriers):
