With the yellow throat and extensive yellow on the underside, I think Philadelphia is correct. It looks like a young bird. That said, I have limited personal experience. Hopefully, there will be more input.
Yes, given the extensive yellow on throat and undersides, dark lores, and blueish legs and feet, this is a Philadelphia Vireo.
Thanks! I believe the shorter thick beak also points toward a Philadelphia Vireo.
