Northern Harrier?

Good Morning,

I saw this one a few days ago in South Orange County, CA.  I believe it is a Northern Harrier.  Sorry for the poor photo quality, it was the one day I went without the good camera and only had my iPhone.

@bpresby, your bird is too red on the breast for either female or immature male harrier.  It's also too bulky.  The profile shots show a face that's longer than the flatter, owl-like face of a harrier.  (Plus you can see the red shoulders!)
