Sandpipers, this morning, South Central PA

Merlin seems to be divided on these, and I am very bad at IDing sandpipers:

1. Solitary or Lesser Yellowlegs?

It's got black legs. I agree with Western.

Why is the last bird not a male Semipalmated? They can have some rufous feathering around the head and on the scapulars, and I've never seen a Western Sandpiper with a bill that short before.

Could be. Western Sandpiper bill size ranges a fair amount though. I still like Western better for this bird though. (Mostly GISS)

The bill size does range in size quiet a bit, but I've seen 1000s of WESA and have never noticed a bill quite this short. That bill also usually droops. The round body also feels more like a SESA to me. Of course, I've only seen a Single SESA so I don't have much experience with the species.
