I can't find the discussion (it might have been before the "big crash") but the gist is that we decided posters can choose where to post ID requests for Hawaii, Mexico, Central America, and the Carribbean. We only move those if the poster requests it. It might be helpful know/remember that the reason for the separate non-NA forum is because the ID posts tend to get buried quickly in the NA forum.
