Need some help identifying this hawk.

The tail is too short, the wings are too long (reaching halfway down the tail), the belly looks barred rather than streaked, and there's a heavy moustache.  In general, accipiters should look lanky, especially because of the long tail.

For clarification, Accipiters have yellow eyes when young, turning to a menacing red in adulthood.
