The gull is an Olympic (Western x Glaucous-winged hybrid).

What makes it not just a Glaucous-winged Gull. I see very little Western influence in this bird. Depending on where in BC this was seen completely pure GWGU are possible.

What's your reasoning for hybrid here?

The primaries seem to dark, but slightly, I thought Olympic greatly outnumbers pure birds in this area, and the overall GISS.

Personally, I think it’s looks fine for GWGU. Typically, Olympic Gulls can have heavier bills, and the primaries seem within range for a pure bird. Note how the retained primaries are the same shade as the secondaries and tertials. FYI, pure GWGUs can have primaries that are a shade darker than the rest of the wing and mantle.
