Long droopy bill, dark legs, some rufous on the shoulder and head all point me to Western. Not sure if they're expected there at this time of year, though. I'd be interested in other perspectives.

My books indicate winter, too. That said, a quick search on ebird (assuming I'm looking at the right location) shows a few records in the last 30 days. By the last half of July last year there seems to have been a large influx in the second half of July. The bar charts for the species shows that by July they tend to move in in substantial numbers. Beyond these records, though, I can't speak on the movements of birds in the region.

Excuse my ignorance, but a Western what?  :classic_blink:

Our seasonal terms often don't fit birds very well. In the case of Sandpipers, fall migration starts in July! (June for the first few Wilson's Phalaropes, I've heard.)
