Borrego Palm Canyon, San Diego county CA. Desert riparian scrub, no conifers (although habitat not important during migration?)

Did not pump tail except directly after flight for a few seconds when it would also flicker it's wings. Silent.

Yes to Hammond's. Bill is tiny and all dark, dark throat, teardrop eyering, big-headed short-tailed look, primary projection is hard to see but appears to be long, plus it's still fairly early for DUFL in the state, they typically start moving through in the third week of April. Timing is good for the first few HAFL though.
