Cooper's or Sharp shinned Juvenile Hawk

This juvenile hawk landed on a  dock at MLK Shoreline Park in Oakland today, as a storm was approaching. My first guess was Cooper's Hawk, but the tail seems a bit short. Overall, he seems a better match to Cooper's than Sharp shinned, except for the tail... Thoughts?

Looks like a cooper's to me. Tails are hard to judge but they'd look long on either cooper's or sharp-shinned. The legs look thick enough, the proportions look good, and that finer streaking on the breast fits cooper's. If I'm correct...  the sharp-shinned juvenile markings would be blotchy.
I think I'm learning these a bit.  :)
