Bird 2 at Morro Bay

I saw this bird at a rookery at Morro Bay California on 2/20 but I don't know what it is. Can you help me? Turkey Vultures have nostrils that are open to each other through the beak.  This silhouetted profile makes it easy to see the nostril opening, that white spot about mid-way along the beak, very near the top.  This is a reliable field mark for Turkey Vultures.
